The Bird opening is one of these where white tells fron start which are its intentions. It is as for a gambit I would say, the  one who claims that it is not sound should try to upset its opponent by all means of refutation.

However, as Bird is a side-opening, it is only practiced by fans ... here is a good club example of how not to fight the Bird:
